Workday vs SAP SuccessFactors vs Oracle HCM: Which Enterprise HRMS Actually Wins?
Workday vs SAP SuccessFactors vs Oracle HCM: no neutral winner exists. See customer counts, payroll reach, AI agents and cost estimates as of October 2026.
No public source names a single winner among Workday, SAP SuccessFactors and Oracle Fusion Cloud HCM. What the public record does show is where each is strongest: Workday reports detailed financials and says it has more than 11,500 customers, SAP says Employee Central is localized in 104 countries, and Oracle says its AI agents come at no additional cost. The right pick depends on your ERP, your country footprint and your negotiating position.
How big is each vendor, and what do they report?
Workday publishes the most concrete figures of the three in a single public release. In its fiscal 2026 results, Workday reported total revenues of $9.552 billion (up 13.1%) and subscription revenues of $8.833 billion (up 14.5%) for the year ended 31 January 2026. The company also says it has more than 11,500 customers, including more than 7,000 core Workday Financial Management and Workday HCM customers.
SAP says SuccessFactors has over 10,000 customers worldwide (SAP News Center, 7 October 2025). Oracle's HCM customer count is not stated here. UC Today, reporting Oracle's third-quarter fiscal 2026 claims, says Oracle put Fusion HCM cloud revenue growth at 15% year over year.
| Workday | SAP SuccessFactors | Oracle Fusion Cloud HCM | |
|---|---|---|---|
| Customer count (company-reported) | 11,500+ across all products; 7,000+ core HCM or Financials | 10,000+ | Not published on pages reviewed |
| Growth figure (company-reported) | Subscription revenue up 14.5% (FY2026) | Not stated | Fusion HCM cloud revenue up 15% (Q3 FY2026, per UC Today) |
| Source type | Earnings release | Product announcement | Secondary coverage |
These are vendor claims, and the three are not measured on the same basis. Workday's customer count covers its whole portfolio, so it does not compare cleanly with SAP's HCM-only figure.
What does each suite cover?
All three cover the standard enterprise stack: core HR, talent, recruiting, workforce management and payroll. Workday's HCM page lists seven products: Human Resource Management, Talent Management, Talent Acquisition, Workforce Management, Payroll, Analytics & Reporting and a Vendor Management System.
Oracle's documentation describes Oracle Human Resources as a solution supporting local compliance and process needs across multiple countries, without a country list on that page. SAP's October 2025 announcement covers Employee Central, the core HR product, plus agents for performance, careers, HR service and payroll.
If your decision turns on a specific module, such as time tracking or a particular country's payroll, ask each vendor for a written module list tied to your contract. Marketing pages are not specifications.
Which one handles global payroll best?
On the numbers one advisory firm has published, SAP leads on native payroll coverage. OutSail (23 July 2026) estimates more than 45 countries for SAP, about 25 for Oracle and roughly 15 for Workday, with partners filling gaps for Workday and Oracle.
Treat that as a starting hypothesis. OutSail cites no source for the counts, and none of the three vendors' pages reviewed publish a native payroll country total. Workday's HCM page gives no country count at all. SAP does say Employee Central has localization support across 104 countries, but localization of core HR is not the same as native payroll.
Ask each vendor for the exact list of countries where payroll runs natively, and which countries need a partner. For comparing payroll costs at smaller companies, see our look at what Gusto, ADP and Paychex publish on cost.
How much do Workday, SuccessFactors and Oracle HCM cost?
None of the vendors publishes enterprise prices on the pages reviewed. Workday's HCM page directs buyers to Contact Sales. The only figures available are advisory estimates.
OutSail's July 2026 estimates, per employee per month (PEPM) at enterprise scale:
| Workday | SAP SuccessFactors | Oracle Fusion Cloud HCM | |
|---|---|---|---|
| Estimated PEPM (OutSail, as of July 2026) | $34 to $42 | $28 to $38 | $28 to $38 |
| Discounting pattern (OutSail) | Holds firm, modest multi-year reductions | Most aggressive when bundled with RISE or S/4HANA | Most flexible; 40 to 60% below list in some competitive deals |
| AI assistant (OutSail) | Included in subscription | Joule listed at about $1.50 to $3.00 PEPM extra | Included in subscription |
OutSail also says implementation services are frequently 1.5 to 2 times the first-year subscription cost. A 5,000-employee company at $35 PEPM would pay about $2.1 million a year in subscription (5,000 x $35 x 12). At 1.5 to 2 times, services would be roughly $3.15 million to $4.2 million. That is arithmetic on an estimate, not a quote.
The AI line deserves a caveat: Workday's own page says Sana for Workday (Sana Core) is available under its standard agreement with Flex Credits, which is not the same as "free." Read the credit terms before assuming AI costs nothing.
Who is ahead on AI for HR?
All three have shipped HR agents, so no one has a clear lead on the public evidence. Workday's HCM page describes Sana as its agentic layer, with agents for talent acquisition, organizational development, workforce management and payroll.
SAP announced in October 2025 that its Performance and Goals Agent would be generally available the following month, with four more agents (Career and Talent Development, HR Service, Payroll and People Intelligence) planned for the first half of 2026. Joule is available in 11 languages, according to SAP.
Oracle says its agents are embedded in Fusion applications. UC Today reports that more than 1,000 AI agents are live across Fusion applications at no additional cost. The Futurum Group reports that Oracle announced Fusion Agentic Applications for HCM on 11 August 2026, and says SAP and Workday had not announced comparable multi-agent capabilities at that scale. Futurum is an analyst firm that discloses advisory relationships with companies it covers.
If you use AI in hiring decisions, confirm how each vendor supports compliance with rules such as NYC Local Law 144 and the EU AI Act. The vendor pages reviewed do not address those laws.
What do analysts say, and how much should you trust it?
Workday says it was named a Leader in the 2024 Gartner Magic Quadrant for Cloud HCM Suites for 1,000+ Employee Enterprises for the ninth consecutive year. The Gartner report cited on that page is dated 23 October 2024.
Gartner's own disclaimer on that page says it "does not advise technology users to select only those vendors with the highest ratings or other designation" and that its research "should not be construed as statements of fact." A Leader label is a shortlist signal, not a verdict.
Which should you choose by company profile?
There is no universal winner, but the evidence supports a few rules of thumb. These are judgments built on the sources above, not findings.
- Already on SAP S/4HANA or RISE: SuccessFactors deserves a serious look, since OutSail says SAP bundles most aggressively there.
- Already on Oracle Cloud ERP: Oracle HCM deserves the same look, and it may discount most in a competitive process.
- Operating in many countries with local payroll: Shortlist SAP first, then verify payroll countries in writing for all three.
- Want one vendor for HR and finance with firm pricing: Workday, with the caveat that you should expect less discounting.
Whichever you pick, get quotes for identical scope (modules, headcount, countries, AI terms, contract length) so the numbers compare.
What's still unclear?
Several things cannot be settled from public sources as of 12 October 2026.
- No neutral head-to-head test exists. Customer counts, Gartner placements and AI claims are all vendor-reported.
- Pricing and payroll counts rest on one advisory firm. OutSail is an advisory and selection firm, not a neutral party, and cites no source for its numbers.
- Oracle has made more than one agent announcement. UC Today dates the launch of Oracle's Fusion Agentic Applications for HR to 9 April 2026, while Futurum reports a separate HCM announcement on 11 August 2026.
- SAP's agent rollout status is unconfirmed. SAP's October 2025 announcement said four agents were planned for the first half of 2026; whether they shipped is not established here.
- Workday's analyst claims vary between its own pages. One page says it is a Leader for 11 years in a 2026 report, while a FAQ on the same page says tenth consecutive year.
- The weakest point of any ranking: your outcome will depend more on implementation quality, data cleanup and contract terms than on which logo is on the invoice.

Frequently asked questions
Which is better, Workday or SAP SuccessFactors?
Neither wins on every measure. Workday publishes more detail on revenue and customers, and one advisory firm rates its implementations as less risky. SAP lists native payroll in more countries, according to the same firm, and SAP says Employee Central is localized in 104 countries. The better fit depends on your country footprint and existing ERP.
Is Oracle HCM cheaper than Workday?
OutSail, an HRIS advisory firm, estimated in July 2026 that enterprise pricing runs $28 to $38 per employee per month for Oracle and $34 to $42 for Workday. These are estimates, not published prices. Oracle also tends to discount more in negotiation, according to the same firm. Always compare written quotes for the same scope.
Do any of these vendors publish their prices?
Not on the pages reviewed. Workday's HCM page directs buyers to Contact Sales and lists no prices. Treat any per-employee number as a negotiating reference, not a quote.
How long does an enterprise HRMS implementation take?
OutSail estimates 18 to 24 months for a global Workday rollout, 24 to 36 months for Oracle and 24 to 48 months for SAP, for deployments spanning about 20 countries. These are one firm's estimates. Your timeline depends on scope, data quality, number of countries and how much you customize.
Do these suites include AI features?
Yes, all three have HR AI agents. Workday offers Sana with agents for payroll, talent acquisition and workforce management. SAP announced Joule agents for SuccessFactors. Oracle says AI agents come at no additional cost. Feature depth and licensing terms vary, so ask each vendor what is included in your contract.
