The ATS Features Staffing Agencies Actually Use, and the Ones You May Be Paying For Without Using

ATS features for staffing agencies: four baseline tools do the daily work, while AI and automation tiers cost more. Prices as of Oct 2026.

Four features do most of the daily work in a staffing ATS: resume parsing, a candidate database, pipeline tracking and job posting. Bullhorn calls these four baseline and says virtually every staffing firm with an ATS uses them. The money gets spent higher up the price list, where Bullhorn's small-agency Starter plan is $99 per user per month and Core is $165 (as of 15 October 2026), and the AI and automation layers are quote-only.

Neither Bullhorn nor Crelate publishes per-feature usage rates. So this post separates what the evidence says is core from what is priced as an upgrade, then gives you a way to audit your own account before renewal.

Which ATS features do staffing agencies use every day?

Resume parsing, a candidate database, pipeline tracking and job posting with a career portal. In its 2026 usage report, Bullhorn describes these as baseline and says they eliminate manual data entry and give owners real-time visibility. This is a vendor claim, and the report gives no usage percentage for the four.

Independent reviewer data points the same way. GetApp's analysis of verified reviews (collected July 2021 to August 2024) found the following shares of staffing-software reviewers rating each feature important or highly important:

FeatureReviewers rating it important or highly important
Candidate Management97%
Resume Search95%
Applicant Tracking94%
Job Posting92%
CRM89%

Two limits apply. These ratings measure perceived importance, not hours of actual use. And every feature scored high, so the table shows what reviewers value, not what they ignore.

What do the entry-level plans include?

Entry plans cover the core four plus basic client management. Bullhorn's Starter plan lists applicant tracking, resume parsing, client management, job posting with career portal, expert support and free implementation. Crelate's Essentials plan lists ATS, recruiting CRM, job portal, resume parsing, sourcing, and unlimited jobs and companies, limited to up to 2 users and 20k contacts.

Which features sit in the more expensive tiers?

Mostly CRM pipelines, AI search and matching, automation, agentic AI and back-office tools. At Bullhorn, Pro adds the Recruitment CRM sales pipeline, AI search and match, AI data enrichment, process automation, AI resume formatting, AI call transcription and real-time analytics, and Max adds agentic screening, multi-step AI outreach, a website chatbot and interview scheduling. Pro and Max pricing is "Talk to us".

Larger agencies see more of the same. Front Office Enterprise adds omni-channel engagement, SMS, reporting and gamification. Bullhorn One adds timesheet management, invoicing and billing, and pay and bill automation.

Crelate's upper tiers follow a similar pattern. Business Plus adds automation and sequences, full API and integrations, and business development workflows, with custom pricing (as of 14 October 2026).

Which add-ons should you question before you pay?

Question anything that is billed separately or that your recruiters have never opened. Crelate's pricing page marks email campaigns, text messaging, eSignature and native contact data enrichment as additional fee. It prices onboarding and compliance per hire and its data sync service on volume and frequency (as of 14 October 2026).

Bullhorn lists Middle Office, Onboarding, Messaging and Analytics as additional products with quote-only pricing. These are not wasted money by default. A temp-staffing agency running timesheets needs middle-office tools. A permanent-placement boutique may not.

Does AI inside the ATS pay for itself?

Bullhorn's survey says the firms that use AI do better, but it cannot prove AI is the cause. The GRID 2026 report surveyed nearly 2,300 recruitment professionals and found firms using AI at any stage of recruiting were 3.5 to 4.5 times more likely to have grown revenue. Bullhorn's usage report adds that 78% of the highest-growth firms use AI embedded in their ATS, against 51% of firms whose revenue fell more than 10%.

Bullhorn sells AI products, so treat these as the company's own figures. Adoption is also shallow: GRID says only 10% of firms have AI embedded throughout their workflow, and fewer than half use AI for any single function.

Two non-AI findings in the same survey are free to act on. 72% of firms that submit multiple candidates to a position and 85% of those with a redeployment plan report time to place under 20 days. Both are habits, not licences.

How do you audit which ATS features your agency really uses?

Compare your plan to your recruiters' actual work, feature by feature, before the renewal date. A simple method:

  1. List every module and add-on on your current order form, with its price per user or per hire.
  2. Ask your account manager whether an admin or usage report exists, and request it for the last 90 days.
  3. Interview two or three recruiters and one business developer: which screens do they open daily?
  4. Mark each line as used daily, used monthly or never opened.
  5. For "never opened" lines, decide whether training would fix it or the feature is simply not part of your model.
  6. Negotiate the removal or deferral of what stays unused. Our guide to hidden fees in HR software contracts covers what to look for in the paperwork.
  7. If you are still choosing, our notes on the best free ATS for the first 10 hires and Workable vs JazzHR vs BambooHR Hiring show what smaller teams can start with.

Data quality matters before you buy AI. GRID lists data quality and security concerns as obstacles to AI adoption, and 20% of firms say they lack a clear implementation plan.

Also check where your candidates come from. If job posting is core to your desk, see which job boards bring real hires before paying for more distribution.

Possibly, if you hire in New York City. Under NYC Local Law 144, employers and employment agencies must have a bias audit done no more than one year before using an automated employment decision tool, publish a summary and notify candidates. The city's enforcement agency can impose civil penalties of $500 to $1,500 per day.

The same document describes tools that scan resumes for keywords, so screening and ranking features are the ones to check. A December 2025 audit by the New York State Comptroller found the city's enforcement weak: the agency received only two complaints in the audit period, and auditors found at least 17 instances of potential non-compliance among 32 companies where the agency had found one. Weak enforcement is not a compliance plan. Ask your vendor whether it can supply bias audit documentation, and take legal advice on whether the law covers your searches.

What's still unclear?

The biggest gap is real usage. Neither Bullhorn nor Crelate publishes per-feature adoption for staffing agencies, so the "baseline" list rests on Bullhorn's statement and GetApp importance ratings, not on measured logins.

Other open points:

  • Vendor data. GRID and the usage report come from Bullhorn, which sells AI, automation and middle-office products. Correlations between AI and revenue growth may reflect firms that were already growing and could afford new tools.
  • Old review window. GetApp's reviews end in August 2024, before the current AI tiers were on sale.
  • Plan naming. Crelate's plan cards read Essentials, Business, Business Plus and Platform, while its comparison table columns read Business, Business Plus and Enterprise, so confirm which plan a given feature belongs to.
  • Hidden prices. Bullhorn's Pro, Max and add-on products, and Crelate's Business Plus and Platform plans, have no published price. Real cost depends on negotiation.
  • Other vendors. This post covers only Bullhorn and Crelate because they publish tier contents. Other staffing platforms may package features differently.

Frequently asked questions

Which ATS features do almost all staffing agencies use?

Bullhorn says resume parsing, a candidate database, pipeline tracking and job posting with a career portal are baseline, and that virtually every staffing firm with an ATS uses them. This is a vendor claim. GetApp reviewer ratings point the same way: 92% to 97% rated candidate management, resume search, applicant tracking and job posting as important or highly important.

Is a recruiting CRM worth paying extra for?

It depends on the vendor. Bullhorn's small-agency plans first list the Recruitment CRM sales pipeline in Pro, while Crelate lists Recruiting CRM in its $85 Essentials plan (both as of October 2026). In GetApp reviews, 89% rated CRM important, the lowest of five core features. If you run business development, you probably need it.

Does AI in an ATS help staffing agencies grow?

Bullhorn's GRID 2026 survey found firms using AI at any stage were 3.5 to 4.5 times more likely to have grown revenue. That is a vendor survey showing correlation, not proof that AI caused growth. Only 10% of firms said AI was embedded throughout their workflow, so most agencies are still early.

Do ATS add-ons like texting and eSignature cost extra?

At Crelate, yes. Its pricing page marks email campaigns, text messaging, eSignature and native contact data enrichment as additional fee items (as of 14 October 2026). Onboarding and compliance is priced per hire. Bullhorn lists Messaging, Onboarding and Middle Office as separate additional products with quote-only pricing.

Do AI screening features create legal duties for agencies?

They can. NYC Local Law 144 requires employers and employment agencies using an automated employment decision tool to have a bias audit within one year before use, post a summary and notify candidates, per the New York State Comptroller. Penalties run $500 to $1,500 per day. Check whether the law applies to your hiring.
