A headhunter's stack has three jobs: find people, contact them, and remember what happened. As of 15 October 2026, the vendors that publish prices list entry plans between $95 and $179 per user per month: Recruit CRM Pro at $95, Bullhorn Starter at $99 and Core at $165, and SeekOut Sourcing Core at $149 (annual) or $179 (monthly). Much of the real cost sits in tiers and credits above those numbers.

This guide covers what each layer does, what the vendors publish, and where the published price stops being the real price.

What does a headhunter's toolkit need to cover?

It needs three layers: a sourcing source (where candidate profiles and contact details come from), an outreach engine (email, sequences, messaging) and a CRM or ATS (the system of record for candidates, clients and jobs). Some products cover one layer, others bundle all three.

The vendors below show the split. SeekOut sells a sourcing database. Gem describes its agency plan as an all-in-one with ATS, CRM, sourcing, scheduling and analytics. Bullhorn and Recruit CRM sit mainly in the CRM and ATS layer, with outreach features added by tier.

How much do the main headhunter tools cost?

The table lists what each vendor published on 15 October 2026. Prices are per user per month in US dollars as shown on the vendor's page. Bullhorn states its prices exclude VAT.

Recruit CRM's page offers a toggle between monthly and annual billing and says annual saves up to 17%. A third-party blog, ATLAS, says the $95 to $215 range is the annual-billing price, checked 18 August 2026. Confirm which billing term your quote assumes.

Which tool is best for sourcing passive candidates?

SeekOut and Gem are the two sourcing-led options with published self-serve prices. Both are vendor claims here, so treat the capability descriptions as the companies' own.

SeekOut. The company says it searches 1B+ profiles. Sourcing Core includes unlimited search, 30+ filters, 500 contact credits a month, 1,000 exports a month, email integration and AI multi-step campaigns. At the annual rate, the company lists the cost as $1,788 per year. The company also says its MCP product lets recruiters use SeekOut inside Copilot, ChatGPT, Claude, Gemini and Amazon Quick.

Gem. Gem's recruiting-firm plans layer sourcing, outreach, scheduling and analytics on top of an existing ATS, according to the company. Essentials includes 150 email-finding credits per user a month and is capped at 3 users per account. Professional includes 750 credits per user a month and allows up to 10 users. Enterprise lists 16+ ATS connectors, including Bullhorn, plus SOC 2 Type II reporting.

The practical difference: SeekOut is priced as a seat for an individual sourcer. Gem's plans are built for small firms and cap the number of users, which matters if you plan to grow past 10 recruiters.

Which CRM should a headhunting agency use?

For agencies, the published choices here are Bullhorn and Recruit CRM. Pick based on which tier contains the features you will use daily.

Bullhorn. Starter ($99) covers applicant tracking, resume parsing, client management and a career portal. Core ($165) adds a marketplace of 300+ partners, custom fields and workflows, LinkedIn integrations (RSC and Apply Connect) and an email sidebar. The recruitment CRM for sales pipeline arrives on Pro, along with AI search and match, AI data enrichment and AI call transcription. Max adds multi-step AI outreach and interview scheduling. Pro and Max are custom priced. Bullhorn says free implementation comes with Starter, Core and Pro.

That detail matters for headhunters who win clients by business development: on Bullhorn's own tier list, the sales-pipeline CRM sits above the $165 Core plan.

Recruit CRM. The page shows Pro at $95, Business at $135 and Enterprise at $215 per user per month, with pooled credits of 100, 200 and 2,000 per user per month. Pro lists one mailbox connection per user, and Business and Enterprise list two.

Bullhorn also makes a productivity claim: the company says agencies using its software report 24% more placements per recruiter. That is a vendor statement on its own pricing page, not independent evidence.

What does credit-based pricing add to the real cost?

Credits mean the seat price is a floor, not a total. Recruit CRM marks LinkedIn messaging and project sync, WhatsApp, SMS, calling and phone numbers, and advanced analytics as features that consume credits. Gem and SeekOut also meter email-finding or contact credits per user per month.

Here is the list-price arithmetic for a five-person team over 12 months, using only published prices and excluding credits, add-ons, VAT and taxes:

OptionCalculationAnnual list price
Bullhorn Core, 5 users5 x $165 x 12$9,900
Recruit CRM Pro, 5 users (price as displayed)5 x $95 x 12$5,700
SeekOut Sourcing Core, 5 seats, annual5 x $1,788$8,940
Gem Essentials is capped at 3 users, yearly billing3 x $99 x 12$3,564

A CRM plus a sourcing seat for each recruiter would roughly add the first and third rows. Because Bullhorn's CRM tier is custom priced and several plans are custom, this is a floor for planning, not a quote. In the US, commercial email falls under the CAN-SPAM Act. The FTC's guide says each separate violating email can carry penalties of up to $53,088. Its main requirements include no false or misleading header information, a valid physical postal address in the message, and honouring opt-out requests within 10 business days.

Two practical rules follow. Use the opt-out mechanism your sequencing tool provides and keep a suppression list across every tool you run. And check with a lawyer whether your specific candidate emails count as commercial messages, because that question turns on content and purpose.

If your tools score or rank candidates automatically, local AI hiring rules may apply. New York City's rulemaking page for automated employment decision tools describes notices to candidates, bias audits and published audit results. Check the current rules for any jurisdiction where you place candidates, including EU rules if you recruit there. For platform terms, use only official integrations and exports, and do not scrape sites that forbid it.

Which tools fit a solo headhunter, a small agency or a larger firm?

Match the choice to team size and to which layer you lack. These are recommendations based on published plan limits, not rankings.

  • Solo headhunter: Start with one layer. If you already have a spreadsheet or light CRM and need leads, SeekOut Sourcing Core is built for one seat and has a 14-day trial. If you need a system of record first, Recruit CRM Pro at $95 per user is the lowest published CRM price in this list.
  • Small agency of 2 to 10: Gem's Professional plan allows up to 10 users and bundles sourcing and outreach. Bullhorn Core suits teams that want LinkedIn integrations and a 300+ partner marketplace and are comfortable without a free trial.
  • Larger firm: Plans become custom quotes (Gem Enterprise, Bullhorn Pro and Max, SeekOut team plans). Budget time for implementation scoping and ask for credit allowances in writing.

What's still unclear?

Recruit CRM's billing term. The vendor page shows $95, $135 and $215 with a monthly and annual toggle. A third-party blog treats those as annual prices. Verify at checkout.

Vendor claims. Capability counts (1B+ profiles, 24% more placements, 90%+ email-finding success on Gem's page) come from the vendors. None is independently audited here.

Weakest point of this comparison. Published seat prices exclude credits, add-ons and custom tiers, so two tools with similar list prices can cost very different amounts once you use outreach channels heavily.

Frequently asked questions

How much does a headhunter's tool stack cost per recruiter?

As of 15 October 2026, published entry prices run from $95 per user per month (Recruit CRM Pro) to $99 (Bullhorn Starter) and $165 (Bullhorn Core), and $149 to $179 for SeekOut Sourcing Core. A recruiter who needs a CRM plus a sourcing database will typically pay for two of these. Credit-metered features and custom tiers can push the total higher.

Do I need a separate sourcing tool if my CRM has one?

It depends on the tier. Bullhorn lists AI search and match on Pro, and Gem's Essentials plan bundles ATS, CRM and sourcing together. SeekOut sells a standalone database of 1B+ profiles, according to the company. If your CRM already includes sourcing at your tier, test it on a live search before you add a second subscription.

Is cold email to candidates legal in the US?

The FTC's CAN-SPAM guide applies to commercial email, with penalties of up to $53,088 per violating email. You must not use false header information, must include a valid physical postal address, and must honour opt-outs within 10 business days. Whether a particular recruiting email counts as commercial is a legal question, so check with counsel.

Which headhunter tools offer a free trial?

As of 15 October 2026, SeekOut lists a 14-day free trial of Sourcing Core with no credit card, Gem lists a 7-day trial on its self-serve plans, and Recruit CRM shows a start free trial button. Bullhorn states it does not currently offer a free trial and offers demos instead.
